Sequestration effects becoming clear for DoD

As part of its planning for sequestration, the Department of Defense said it's getting rid of tens of thousands of temporary employees, and on Friday, it made clear that should the automatic budget cuts occur, the remainder of the civilian workforce would face furloughs of one day per week without pay for the rest of fiscal year 2013.
A Pentagon memo earlier this month gave defense components the go-ahead to terminate temporary hires and stop renewing term employees. Ashton Carter, the author of that memo, told Pentagon reporters on Friday that has largely happened. Forty-six thousand temporary workers have already been let go in anticipation of sequestration, a prospect that's been hanging over the government's head for a year and a half, but one that DoD's leadership apparently believes is increasingly likely.

Wisconsin companies received contract extensions from the government as suppliers to the military.


Criticare Systems Inc. of Waukesha, Wis. will receive $17,799,831 for patient monitoring systems, subsystems, accessories, consumables, spare/repair parts, and training. The work will be completed by January 31, 2014. The Army, Navy, Air Force, Marine Corps, and federal civilian agencies will benefit from their equipment.

The Oil Gear Co. of Milwaukee had the second option year on a contract exercised. They will earn up to $16,000,000 for meter assembly skids and fuel for use by the Army. This contract goes through January 28, 2014.

Oshkosh Corp., Oshkosh, Wis., was awarded a $10,812,006 firm-fixed-price contract. The award will provide for the field service representative to support the M-ATV program. Work will be performed in Oshkosh and Afghanistan, with an estimated completion date of April 30, 2013. The U.S. Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-12-C-0281).

GSA's Tangherlini sets new priorities as part of reform efforts -

Deputy Defense Secretary Ashton B. Carter's guidance on planning for sequestration - January 10, 2013
After months of near-silence on planning for sequestration, Deputy Defense Secretary Ashton B. Carter on January 10, 2013 instructed Pentagon managers to prepare specific actions in case Congress and the White House fail to enact a new budget deal.

Carter’s guidance memo to all top service and civilian directors authorized such steps as a hiring freeze, a review of contracts, cessation of travel and supply purchases, as well as release of temporary employees. Near-term actions should be accompanied by “intensified” long-term planning, it said.
